Company: An established property development company.

Responsibilities:
  • To determine which permits, license, approvals, standards, guidelines, ordinances, rules, and regulations to be obtained for a particular project to move forward.
  • To coordinate the approval process with multi-disciplinary project team, boards and commissions, and/or governmental entities.
  • To coordinate closely with various consultants, planners, architects & engineers for submission of application.
  • To execute details proposal design of the projects up to the approval of the relevant authorities and government bodies.
  • To ensure submission documents are complete, complied with local bye-law approval guidelines before official submission is made.
  • Maintain close liaison with processing officer and arrange for technical clarification between the project consultants and the processing officers.
  • To work closely with all heads/project managers of the property development and construction division and other relevant teams within the group to ensure that the necessary, important, compulsory and relevant authority requirements are fully complied with on a timely manner.
  • To develop, manage and strengthen the relationship (act as corporate liaison) with the relevant Malaysian authorities especially within the particular states of Kuala Lumpur, Selangor, Negeri Sembilan, Melaka & Johor local government and federal government agencies/statutory bodies such as JKR, Majlis Perbandaran, Pejabat Tanah (district land offices), CIDB, Labour Department, ministry of housing, etc.
  • To ensure smooth implementation of the projects by obtaining the requisite approvals timely from the approving authorities at various stages of the projects (land-use conversion, land/building sub-division, planning / development order, building plan, infrastructure plan, developer license, advertising permit, certificate of completion and compliance), as well as whatsoever construction permits by close co-ordination with the project team, construction team, consultants and the authorities.
  • To ensure timely application for Certification of Fitness (CF) or Certificate of Completion and Compliance (CCC) for all completed projects.
  • To ensure proper handing over of completed infrastructure works to the local authorities (road and drain, sewer lines and sewerage treatment plants, street lighting, telecommunication infrastructure, etc).
  • To keep abreast of and to update the project and construction team on approval procedures, flow chart, approval guidelines, requirement, best practices and submission requirements from time to time.
  • Arrangement for protocol visits by the Management representatives with the heads of department of the approving authorities and arrangement of technical inspection by the approving authorities and perform site visits with Authority Officers as and when required.
  • Attending to internal & external meetings on all government liaison matters.
  • Develop and present frequent updated reports to top management and all heads of the development & constructions / project heads/managers on status of application for ongoing and upcoming projects for approval.
  • Compilation of construction progress reports for the approving authorities.
  • To assist in land or real estate acquisition and planning matters.
  • To deal with government department pertaining to business licenses, application or renewal processes.

Requirements:
  • Candidate must possess at least a Bachelor’s Degree, Post Graduate Diploma, Professional Degree in Planning/Architecture or Civil Engineering or equivalent.
  • At least 5 years working experience (3years for manager level) in related field and exposure in project development & construction of commercial and residential buildings or from a consultancy agency, prefer from an architect agency.
  • Strong networking and rapport with all relevant government agencies personnel.
  • Posses own transport and willing to travel frequently.
  • Ability to read, interpret and comprehend plans and specifications would be an added advantage.
  • Through understanding of local building codes and relevant rules and regulations.
  • Pleasant personality with good PR skills.
  • Positive attitude and a team player.
  • Competent negotiation skills.
  • Good leadership skills, good problem solving skills and behaviours.
  • Strong communication skills in Bahasa Malaysia & English.
